The Home Care Consumer Protection Act or AB 1217 is California law established of January 1st 2016, requires Home Care Organizations or In-Home Care Agencies to be licensed and meet specific requirements.  AB 1217 also created a public online registry for Home Care Aides (or Caregivers) who have been background checked, undergone training, and also met specific requirements in order to become a registered Home Care Aide. This law is intended to promote consumer protection for elderly and disabled individuals who hire private aides to come into their homes and provide assistance with activities of daily living.
